We took 50 Israeli companies selling AI to militaries and asked one question of each: is there a public, checkable source showing the product in service with an armed force? Thirteen passed. Nine had no public evidence of military use at all.
Grades describe the public record on the date of publication — not product quality.
“Battle-tested” is the most-used phrase in Israeli defence marketing. We tried to verify it company by company, using only sources a procurement officer could open and read.
Twenty-six percent of the field — 13 companies — are named in a credible published report as being in service with an armed force or security agency. The remaining 74% are not. That does not mean their products do not work, and it does not mean they are not deployed. It means that on the day we looked, an evaluator working from open sources could not confirm it.
For a buyer, that distinction is the whole job. A contract award is not a fielding. A trial is not a contract. A press release is not a source. The index separates those four states and shows the evidence behind each one.
Counter-drone is where the money and the founders went after 2023. It is also where a buyer is most likely to be shown a demonstration video and least likely to be shown a customer. Three categories — military cyber, electronic warfare and SIGINT, and space and satellite ISR — returned no documented operational deployment at all across seven companies.

One question, four possible answers. A company is graded on the strongest evidence we could find, not on the strongest claim it makes. Self-published material never raises a grade.
Named in a credible published report as in service with an armed force or agency.
A procurement, order or programme award is documented, but not confirmed operational use.
A pilot, evaluation or demonstration is documented. No award, no fielding.
The company states military use. No independent public source was found.
Reporting by an established outlet, a published government or ministry record, a court or parliamentary document, or a named customer statement. What does not count: the company’s own website, its press releases, sponsored placements, award listings, and analyst notes that cite only the company.
It is not a product review, a safety assessment, a ranking of quality, or an investment recommendation. A company at L0 may have significant classified deployments; classified programmes are by definition absent from the public record, and several of these companies almost certainly have them. The index measures one thing only: what can be verified from outside.
