SMARTSHOOTER: Fire Control AI and the US Army Expansion Report

SMARTSHOOTER is graded L3 · Operational in the Israeli Defence-AI Deployment Index, the grade recording that a named public source reports the system has been used by a military in actual operations. The strongest such source is Breaking Defense, which reported in June 2025 that the US Army was expanding its use of the company's fire-control system. That report, rather than any Israeli account, is the anchor for the grade.

What the company builds

SMARTSHOOTER, founded in 2011 and based at Kibbutz Yagur near Haifa, makes an optical sight with a computer inside it. The product line is called SMASH.

The idea is narrow and mechanical. A soldier aims a rifle at a target and pulls the trigger. The sight, which sits on the weapon's rail, is watching the same scene through its own camera. It tracks the target frame by frame, works out where the barrel is pointing relative to where the target will be, and holds the shot back until those two things line up. Then it releases. The trigger pull is the soldier's decision; the exact millisecond of discharge is the device's.

That distinction matters for anyone thinking about autonomy in weapons. The system does not select targets and does not decide to fire. It withholds a round that a human has already committed to firing until the geometry is right. Whether that counts as meaningful human control is a live argument, and the vocabulary for having it is set out separately in this project's work on loop terminology.

The company sells several variants. SMASH 2000L is the lightest handheld version that clamps to a rifle. SMASH 2000LE is a related handheld model. SMASH Hopper is a different form factor: a small remote-controlled weapon station that sits on the ground or on a vehicle and is operated from a distance rather than shouldered. Marketing across the range emphasises small aerial targets, which is why a rifle sight ends up categorised alongside counter-drone equipment.

What the public record shows

How the grade was assigned

The index looks for a named public source, independent of the vendor, describing operational military use. The Breaking Defense report satisfies it: an identifiable defence outlet, dated, reporting expanded US Army use rather than a first purchase. Expansion implies prior fielding, and the follow-on contract structure reported by Army Technology is consistent with that.

The contract announcements alone would have produced an L2 grade. A $13 million award for a named programme is a procurement fact and nothing more; it establishes that a customer bought something, not that the something was used. The grading rules keep those two categories apart deliberately, because conflating them is the most common error in defence-tech coverage.

It is worth being precise about the Israeli side of the record. The Ministry of Defense contracts reported by the Jerusalem Post and EDR Magazine are procurement announcements. They sit at L2 on their own. The L3 grade here comes from the American reporting.

What is not established

Nothing in the public record establishes how the systems perform. There are no published hit rates, no independent trial data, no comparative evaluation against conventional optics. The company and its customers have published outcomes claims; this index does not record them, because none is accompanied by data a reader can inspect.

Unit-level detail is also absent. Which US Army formations hold the systems, in what numbers, and under what rules for use against aerial targets are not in the public domain in a form that can be cited. The Transformation in Contact reference in the company's own release is the closest the record gets, and it comes from the vendor.

Reporting elsewhere has linked SMASH systems to named operations and specific events. This index does not record such links for any company, for reasons set out in the no-strike-attribution rule. The entry covers procurement and reported use, and stops there.

Targeting and fire control: a category of one

SMARTSHOOTER is the only company in the index that qualifies under targeting and fire control. That is not because Israel lacks capability in the area. It is because the work sits overwhelmingly with the large primes, which the index excludes by design, and because the startup layer has gravitated toward platforms rather than the sighting and ballistic-solution layer. The emptiness of the category is treated as a finding in the targeting and fire control pillar.

Does the SMASH system decide when to shoot?

No source reviewed here describes the system selecting targets. The published descriptions are consistent: a soldier aims and pulls the trigger, and the device delays discharge until the aim point and the tracked target align. Target selection remains with the operator.

Which militaries have bought SMARTSHOOTER systems?

The US Army and the Israeli Ministry of Defense are both named in dated public reporting, the former in contracts of $13 million and $10.7 million and the latter for SMASH Hopper weapon stations. Other customers appear in coverage without being individually named or verifiable.
