Two of the 50 entries in the Israeli Defence-AI Deployment Index are classified as space and satellite ISR. Both are graded L2 · Contract. Neither reaches L3 · Operational and neither falls to L1 or L0, which makes this the only category in the index where every entry carries the same grade. For Israeli satellite intelligence companies, the published record establishes procurement cleanly and operational use not at all.
That uniformity is not a coincidence. Space is a business where contracts are announced and use is not.
What this category covers
The index admits a company only where its core product is AI or autonomy applied to defence. In space that narrows the field sharply. Satellite manufacture and national imaging programmes in Israel belong to the primes and to government agencies, and those sit outside the index for the reasons set out in why the Israeli primes are excluded.
What remains is the service and analytics layer: companies selling access to a constellation, or selling the software that turns what the constellation collects into something usable. Two met the sourcing threshold at version 0.2. The grading rules and the full index are published alongside.
L2 · Contract — ImageSat International
ImageSat International (founded 1997, Or Yehuda, listed on the Tel Aviv Stock Exchange) sells satellite imagery and space-based intelligence services drawn from the EROS constellation. The Defense Post reported in November 2025 that the company had been awarded a $9.1 million contract to supply EROS-C satellite services to a defence customer in Asia, granting the customer priority access to the constellation. EDR Magazine and defence-blog carried the same award.
The customer is described only as a strategic Asian defence customer and is not named in any of the reports. ImageSat has separately announced a multi-annual EROS-C services contract worth $37.5 million with a strategic customer, which is a company-issued statement. The index grades the entry L2: publicly announced procurement exists; nothing published describes how the imagery was subsequently used.
L2 · Contract — Tomorrow.io
Tomorrow.io (founded 2016, headquartered in Boston, founded in Israel) operates a planned constellation of radar and microwave-sounder satellites and sells the weather and environmental data products built on it. SpaceNews reported the company winning US Air Force funding for the constellation, awarded through the AFVentures Strategic Funding Increase programme. The company's own announcement puts that award at $19.3 million and describes it as supporting its first weather radar satellites.
SpaceRef later reported the delivery of the first radar for the constellation. The index grades Tomorrow.io L2 on the strength of the named customer — the US Air Force — and the absence of any published account of operational military use of the resulting data. This is the one entry in the category where the buyer is identifiable, which is worth noting given how rarely that happens elsewhere in the index.
What the distribution shows
Two entries, both L2, is a narrow result that says something specific about the space segment.
Space contracts get announced because the parties want them announced. Constellations are capital-intensive, several of these companies are publicly listed, and a satellite services award is material information that has to be disclosed. That produces a reliable stream of dated, verifiable L2 evidence — more reliable than most categories in the index.
What space almost never produces is the next step. No defence ministry publishes an account of which satellite pass informed which decision. Imagery customers are described as "a strategic Asian defence customer" precisely so that they cannot be identified, a pattern examined in the undisclosed-customer problem. The result is a category that is well documented at the point of sale and dark thereafter.
There is a definitional point too. Tomorrow.io's product is environmental data rather than imaging intelligence. It sits in this category because its customer is a military and its constellation is space-based, not because it competes with ImageSat. Readers looking for airborne and ground-based collection analytics should start instead with Israeli ISR and sensor-fusion AI, which is a far denser category.
What would change it
An L3 grade here requires a named public source reporting a military using one of these services in actual operations. The most plausible route is not a vendor announcement but reporting: a defence outlet describing a named force acting on imagery or data from an identified commercial provider. Coverage of commercial space imagery in other conflicts suggests this does happen, and the index will move an entry the day it is published about these two.
Movement in the other direction is also possible. A named government customer replacing the current anonymity — a published tender award, a parliamentary disclosure, a defence ministry statement — would strengthen the L2 evidence considerably without changing the grade, and the index records that distinction in its entry notes.
Additional entries would change the shape of the category more than anything else. Israel has a small commercial space sector and the index's 50-company sample is weighted toward English-language coverage, so a company publishing only in Hebrew would not currently appear. That bias is set out in the deployment evidence gap.
Limits of this reading
Two entries do not describe Israeli space capability. They describe two commercial suppliers that met a narrow inclusion test and had verifiable contract announcements attached to them.
The index holds no information about resolution, revisit performance, tasking latency or accuracy for either provider, and makes no assessment of any of it. National imaging assets, classified tasking arrangements and government-to-government imagery sharing are all invisible here by construction. Alongside the other thin categories the index reports as a finding, this one should be read as a description of the public record and nothing more.
