There is no single authoritative loitering munition definition. The US Department of Defense, arms control regimes and humanitarian law bodies each draw the boundary in a different place and for a different purpose, and a procurement document that uses one framework while a legal review uses another will produce confusion that surfaces late and expensively. This guide sets out what each source actually says, and marks the points where the sources disagree.
Four companies in the Israeli Defence-AI Deployment Index sit in the autonomous air systems category with products described in public sources as loitering munitions or expendable attack drones. The index grades them on published deployment evidence, not on capability, and the category page sets out that distribution.
The definition rests on the loiter, not the warhead
The common thread across sources is time over the target area. A ballistic or cruise weapon is committed to a destination at launch. A loitering munition is launched into an area, remains airborne for a period, and is directed onto a target that is identified after launch. The Stockholm International Peace Research Institute, in its mapping of autonomy in weapon systems, describes loitering munitions as having greater freedom of movement than guided missiles and sensor-fused munitions precisely because they can loiter over a designated area for a predetermined period.
That framing has two consequences. First, the warhead is not the distinguishing feature; a great many munitions carry warheads. Second, the mission can usually be changed or aborted after launch, which is the feature that gives the category its legal and doctrinal interest.
One-way attack UAV: the same category, or a narrower one
Here the sources part company. The Congressional Research Service's primer on categories of uncrewed aircraft systems reports that the Department of Defense typically applies the term "one-way attack UAV" to a single-use aircraft carrying an integrated explosive warhead, and states that these are also known as loitering munitions. On that reading the two terms are synonyms.
A separate strand of analytical literature treats them as distinct. In that reading, a loitering munition carries a sensor and a two-way data link and is directed onto a target selected during flight, while a one-way attack drone is launched against pre-programmed coordinates and does not search. The difference matters because the second description is closer to a cruise missile than to a hunting weapon.
Both readings appear in serious writing, and neither has displaced the other. A buyer should therefore not treat "one-way attack" and "loitering munition" as interchangeable in a specification without saying which reading is meant. The practical test is not the label but the answer to a question: after launch, does a person select the specific object that is struck?
Where the cruise missile line sits
The functional distinction is straightforward to state and hard to police. A cruise missile is assigned a target or an aim point before launch and flies to it. A loitering munition may be launched into a search area with no specific object designated. The category boundary erodes as cruise missiles acquire loiter and re-targeting functions and as loitering munitions acquire pre-programmed autonomous modes.
The autonomy literature has documented the erosion directly. A study published through the AutoNorms project at the University of Southern Denmark examines loitering munitions specifically as a case of unpredictability in weapon systems, on the ground that some models can be operated with a person selecting each target and others with target signatures pre-loaded before launch. Export control uses a different vocabulary again
The Missile Technology Control Regime, a 35-member export control arrangement, does not use the loitering munition category at all. Its Annex sorts items into two categories. As the US Department of State's published MTCR guidance describes it, Category I covers complete rocket and unmanned aerial vehicle systems, explicitly including cruise missiles, target drones and reconnaissance drones, capable of delivering a payload of at least 500 kg to a range of at least 300 km, together with their major subsystems. Category I transfers carry a strong presumption of denial.
For most of the small expendable systems sold as loitering munitions, this threshold is not close to binding. The point for a buyer is that a system's export treatment is decided by payload and range figures, not by whether the marketing calls it a munition or an aircraft. National export licensing sits on top of that, and for Israeli suppliers is a separate question handled in its own guide.
Doctrinal vocabulary is looser still. The UK Ministry of Defence's Joint Doctrine Publication 0-30.2 defines an unmanned aircraft as one that carries no human operator, is operated with varying levels of automated function, is normally recoverable, and can carry a lethal or non-lethal payload. The word "normally recoverable" is doing quiet work: a munition that is consumed on impact does not fit the standard unmanned aircraft definition cleanly, which is one reason the terminology has never settled.
Why the loitering munition definition changes the procurement conversation
Three things follow for a buyer. Legal review scope is set by whether the system is classified as a munition or as an aircraft, and the two routes have different documentation. Export licensing is set by payload and range against the regime thresholds, not by category name. And the human control question, which is where the international debate sits, is set by the operating mode rather than by the airframe.
Evidence grading is affected too. In this index, Janes reported the IDF using UVision's mini loitering munition, which is what places that company at L3 under the published grading rules. Janes separately reported SpearUAV announcing contracts for loitering munitions, which is a contract report rather than a use report and grades lower. Both are described by their publisher as loitering munitions; only one carries a report of operational use. Limits of this reading
This guide records what published sources say, and where they conflict it says so rather than choosing. The synonym reading and the narrow reading of "one-way attack UAV" are both current; readers should assume ambiguity until a specific document defines its terms.
